Guidelines For Tendering

Need Help Developing a Tender?

If your organisation is considering a tender for public relations work, you may find these suggested guidelines for a tender process helpful.

Open tenders are where organisations call for submissions from any consultancy seeking to be appointed to conduct the public relations work. Typically, open tenders are used for larger budget programs.

"Select tenders" are where organisations invite a small number of consultancies, perhaps two to five, to submit for appointment. Select tenders are often used when the budget is smaller, or when particular consultancies seem well suited to the task. Select tenders tend to be more efficient, for both the organisation seeking to appoint a consultancy and for the consultancies tendering. This is because the organisation has fewer tenders to assess, and tendering consultancies know that they are competing in a smaller pool of consultancies under consideration, so their chance of being rewarded with a contract is greater.

The Guidelines

These guidelines have been developed by the Registered Consultancies Group of the PRIA. They are intended for use by any private or public sector organisation or not-for-profit organisation seeking advice or guidance on how to conduct a tender. Of course, being just guidelines, they are intended more in the spirit of offering a suggested tender process, rather than representing what the RCG sees as the only method that might be used for tenders.
