Outreach Services Operations Manager

Location: Jakarta, Indonesia
Salary: $130K – $164K p.a.
Austraining International is tendering for the managing contractor role under the AusAID funded Australia's Education Partnership with Indonesia - Education Partnership Outreach Services (EPOS).
The Governments of Australia and Indonesia are entering into a new A$500m Education Partnership. The Partnership will focus on four components: school construction, school and district management, Islamic school accreditation, and the Analytical and Capacity Development Partnership. The Education Partnership is Australia's contribution to Indonesia's Education Sector Support Program.
The Education Partnership Outreach Services (EPOS) contractor will operate across the four components of the Education Partnership and will be responsible for managing and implementing the Education Partnership's public diplomacy strategy and outreach program with the goal of ensuring that Australia’s profile as a partner in support of Indonesia’s education development goals is both visible and recognised.
Activities include:
- Radio programming
- Website development and management
- Development and management of media library
- Outreach and event management
- High profile media events
- General PR and media and communications management
Austraining International is seeking expressions of interest for the position of EPOS Operations Manager. Please note that employment, if you are selected as the preferred candidate, is dependant on Austraining being awarded the contract by AusAID.
The Operations Manager, in consultation with AusAID will:
- Negotiate contract implementation with AusAID;
- Manage a team of professional, operational and administrative staffs to make sure that the Scope of Services are delivered;
- Put in place appropriate management structure and implement financial and risk management strategies, including overseeing development and application of a risk assessment and mitigation strategy;
- Manage the design EPOS Program Strategy and Implementation Plan, including annual updates;
- Supervise a M&E Expert to develop and implement M&E Plan for the EPOS program;
- Manage the preparation of Annual Program Performance Reports;
- Prepare the Annual Work Plan and Mid-Year Work Plan;
- Develop and maintain productive dialogues between EPOS team, AusAID and other Education Partnership contractors;
- Report regularly to AusAID on the Contractor’s program and financial obligations;
- Assure compliance with AusAID and Government of Indonesia policy, such as gender, disability and anti-corruption; and
- Ensure accountability and quality for all contracted outputs to AusAID and the Government of Indonesia.
Requirements:
- 10 years experience in managing media and communications programs and/or programs that have a highly visible public relations component;
- Experience in managing and leading a large international and national team in a cross cultural environment;
- Strong management and leadership skills, including proven ability to manage and coordinate various technical inputs to achieve desired outcomes, and provide strategic guidance to the team;
- Proven ability to write succinct and substantive program reports in English;
- Highly Desirable:
- Experience in high-level dialogue and negotiation around media, communications, event management and outreach activities with international donors, Government departments and agencies, media and community-based organization;
- Knowledge of media environment in Indonesia, both in national and sub-national level;
- Experience of working with Government of Indonesia and international government departments and understanding their personnel and protocols.
- Some Bahasa Indonesia language ability
