Sean led a high-profile reform process for Government Communications in the UK and is the author of the just-released Leaders' Report. Spanning 40 countries, The Leaders’ Report finds that communication is under-utilised within government and outlines key challenges faced by government communicators around the world, including an underinvestment in professional development.

The Leaders’ Report

Spanning 40 countries, The Leaders’ Report explores how communications is currently being under-utilised within government. It outlines key challenges faced by government communicators around the world in effectively supporting policy delivery, including:

· Declining levels of trust and active drivers of disconnection with citizens

· Fractured audiences and lack of capability to personalise messaging

· Dominance of one-way conversations as less than a third see citizen engagement as a priority

· Lack in investment in capability leaving half of participants without the right tools and resources to do their job

· Insufficient use of communications as an essential part of policy development

About the Speaker

Sean Larkins - Director of Consulting & Capability, WPP Government & Public Sector Practice

Sean Larkins is Director of Consulting & Capability in WPP's Government & Public Sector Practice. He helps government and public sector clients build their own internal capacity by focusing on organisation and change management; capability, training and performance; and leadership and innovation. Sean was previously Deputy Director of UK Government Communications where he led the reform of government communications on behalf of the Prime Minister's Office and Cabinet Office. He was also responsible for the professional development of nearly 4,000 government communicators. He has worked on public sector communications in Estonia, Latvia, Bosnia and Ukraine and outside of government for organisations including The Body Shop International.
